Road Safety Reminder for the Week Traffic Signal Lights (Flashing/Not Working)
Flashing Red light is the same as a “STOP” sign. Come to a complete stop at the intersection before proceeding.
Flashing Yellow light means "SLOW DOWN" and proceed with caution. Slow down and be alert before entering the intersection. Yield to any pedestrians, bicyclists, or vehicles in the intersection. You do not need to stop for a flashing yellow traffic signal light.
Traffic Signal Light Not Working (Blackout) When the traffic signal lights are not working properly, whether flashing red or no lights are showing, treat the intersection as if it is controlled by a “STOP” sign in all directions. This means that all traffic must come to a complete stop prior to proceeding, obeying the rules for a “STOP” sign.

Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Heavy Haul Cargo Transport for Ukudu Power Plant The first transport of oversized cargo for the Ukudu Power Plant is scheduled for Saturday, February 4. Self-Propelled Modular Trailers (SPMT) will travel for 12 hours at a speed of 1 mph from the Port Authority of Guam in Piti to the Ukudu Power Plant site in Dededo. The SPMT will make its way along Route 11, Port Authority of Guam at 2:00 PM and enter Route 1, Marine Corps Drive around 4:00 PM. Please visit poweronthemove.org for more information. Route 28 Rehabilitation from Route 1 to Bumuchachu Street – Dededo From Monday, 2/6/23 – Friday, 2/10/23 from 8:30 AM to 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures along Route 28 (Ysengsong Road) from Buena Vesta Avenue to Bumuchachu Street.
Route 5 and Portion of Route 12, Reconstruction and Widening (Route 2A to Naval Magazine/Route 12) – Santa Rita Construction activities will continue along Route 5 from Route 2A to Juan C. Lizama Street with intermittent lane closures. Motorists are advised to slow down while driving through this area.
Route 14B (Ypao Road) Reconstruction and Widening (Route 14 to Carmen Memorial Dr), Phase 1 Cliffside – Tamuning There is a full road closure between Congressman Palting Loop and Pale San Vitores Road for the construction of a new retaining wall and widening of Ypao Road. Motorists will have to take alternate routes. The full road closure is expected to last until May 2023.
Islandwide Safety Improvements on Primary Roads (Striping and Marking) – Route 8 From Monday, 2/6/23 to Friday, 2/10/23 between 9:00 AM and 4:00 PM, motorists are advised there will be lane closures along Route 8 between the Route 7 (East Obrien Drive) Intersection and Route 33 (Canada-Toto Road) Intersection. Motorists are advised to slow down while driving through this area.
Islandwide Village Street Pavement Resurfacing – Chalan Pujitos, Dededo Starting Friday, 2/10/23, the DPW contractor will resume milling and paving Chalan Pujitos, weather permitting. Work will occur between the hours of 7:00 AM – 4:00 PM and should be completed by Monday, 2/13/23. There will be intermittent lane closures. We encourage residents in the area to exercise caution.
